Beaky the Breezebuilder
Swimming Bug - after you light the second fire to raise the water, notice the step that is right on the same level as the water. If you get in the water and get spyro's head right over the step and dive you may be able to swim into the air. You can use this to swim strait for for Squawk near the portal to get the talisman. Go back into the water to change things back to normal.
