After you complete the primary task(Defeat the dog wizards and find the exit). Go back to the building before Agent Zero and take care of the fire trolls. A whirlwind appears by the super freeze power up after you complete the first part of the Fire Troll quest. Take the whirlwind up to the upper level. Walk around to the back of the tower. Turn around and look at the tower and you will see a small ledge on the right. Up there is a rocket that will destroy the chest.
