out on balcony near the "Return Home" whirlwind.
After you free Astor jump over the the low wall surrounding the balcony and you will land on a beach. Follow the beach to a small cave. Inside you will find the key and some metal chests. Leave the cave and follow the beach back around the balcony to a whirlwind that will take you back up.
